Currently the SSL Certificate is somewhere expired, so first you may need to Download the Repos, with:wget --no-check-certificate https://download1.rpmfusion.org/free/el/rpmfusion-free-release-7.noarch.rpm
And:
wget --no-check-certificate https://download1.rpmfusion.org/nonfree/el/rpmfusion-nonfree-release-7.noarch.rpm
Next to Setup them run:
sudo yum localinstall --nogpgcheck ./rpmfusion*.rpm
