    First, Add Security Rule
    Access the Oracle OCI Console on Browser.
    On the Instance Details Choose ‘Public Subnet‘:

    Next, see the Existing Resources on the Bottom Left, if existing some ‘Security Lists‘ or ‘Network Security Groups‘:
