On Elementary 5.x, first enable the PPA with:sudo add-apt-repository ppa:alexlarsson/flatpak
And Update the Apt Repo Sources:
sudo apt update

Finally, to Install Flatpak for Linux Elementary OS
Simply play:sudo apt install flatpak
